Version 3.5.5 is stable (I use it), and you can get a download of it at https://www.filesoul.com/software/uTorrent/3-5-5-45271-for-PC-Windows/download/ .  Then, make sure you got to Options -&gt; Preferences -&gt; General and un-tick the box that says, "Automatically install updates:"

Do NOT try to get this version from a link on domain uptodown.com.  Those links have been corrupted and will install version 3.6, which is a disaster.
You can also follow the suggestions of others on there who advocate version 2.2.1.  That also works...but again, make sure you untick the auto-upgrade box.

See, in order to get proper connectivity, and in particular, proper upload traffic, you need to make sure that the port that your torrent client uses is forwarded through your home network or VPN to your computer, both in TCP and UDP. This is a necessary step for being able to get proper upload traffic with our system.

This is not only this tracker that the issue seems to affect, as my radarr grabs from another of many others for movies, too.  I migrated to deluge, because at least it still works, and remains completely open source.  People crap on it a lot because its written in python, and isn't the most efficient client, but it's worked reliably for 4 years after I made the transition, its really nice to be able to put the client into a virtualenv sandbox and I can't complain.
